The standard window is weekdays between 7 in the morning and 6 in the evening, and working outside it requires a separate authorization from the city.
The rule is in sections 24-222 and 24-223 of the New York City Administrative Code. Those sections also provide for limited exceptions, so if a weekend matters to you tell us and we will confirm what applies to your building before anything is booked.
Your building may be stricter than the city is. Elevator buildings and co-ops often set their own narrower window, so it is worth asking your managing agent as well.
In most Bronx elevator buildings and co-ops, yes, and it is the thing to start first because it sets your whole timeline.
The building will usually want to know what work is being done and when, and to fit it around its own rules on hours and freight elevator use.
Ask your managing agent what they need before you book anything. In an apartment building the approval is almost always the longest part of a floor job, and the floor itself is quick by comparison.
